摘 要
流动人口是经济社会发展的必然产物，改革开放以来，随着市场经济的发展、城镇化进程不断加快以及人口迁移政策的调整，全国人口空间格局发生了巨大转变，人口流动规模出现大幅增长，特别是20世纪90年代以后,由农村到城市的流动人口的数量增长更快。大规模的人口流入使得城市人口急剧攀升，给城市发展提供了大量人力、激发了城市活力、带来了“人口红利”，大大促进了流入地经济社会发展与产业结构升级。同时由于流动人口具有流动性较强、人员结构复杂、整体素质偏低等特性，给流入地带来了诸多矛盾和问题，成为城市中的不安定因素，为社会治安埋下了隐患。因此，处于社会主义新时期大背景下，需要全面加强和改进流动人口治安管理的工作模式，使之顺应时代、满足民需、助建和谐，更好的发挥实质性地作用，不断提高人民群众的安全感、幸福感和满意感。
本文从树立人本、服务、综治、法治的治安管理理念出发，结合当前乌海市流动人口治安管理的实际情况，在总结存在问题的基础上，从人口信息登记、综治管理制度、社会民生服务、违法犯罪情况等方面出发，全面查找存在的问题以及产生问题的原因，分析并研究适应乌海当地人口特点、科学规范、高效便捷的管理新模式。积极借助“互联网+智慧警务”力量，创新“移动信息采集终端”、“二维码”、“旅店式”管理模式，力求构建全面有效的管理机制，不断提高流动人口治安管理和民生服务信息化水平。

ABSTRACT
Floating population is the inevitable product of economic and social development. Since the reform and opening up, with the development of market economy, the acceleration of urbanization process and the adjustment of population migration policy, the spatial pattern of population has changed greatly, and the scale of population flow has increased significantly. Especially after the 1990s, the number of floating population from rural to urban areas has increased faster. The large-scale population inflow makes the urban population rise sharply, which provides a lot of manpower for the urban development, stimulates the urban vitality and brings the "demographic dividend", which greatly promotes the economic and social development and industrial structure upgrading of the inflow areas. At the same time, due to the characteristics of the floating population, such as strong mobility, complex personnel structure and low overall quality, many contradictions and problems have been brought to the inflow area, which has become an unstable factor in the city and has laid hidden dangers for social security. Therefore, under the background of the new period of socialism, it is necessary to comprehensively strengthen and improve the working mode of public security management of floating population, make it conform to the times, meet the needs of the people, help build harmony, better play a substantive role, and constantly improve the people's sense of security, happiness and satisfaction.
Starting from the establishment of the concept of people-oriented, service, comprehensive governance and the rule of law, combined with the actual situation of public security management of the floating population in Wuhai City, on the basis of summing up the existing problems, starting from the aspects of population information registration, comprehensive management system, social services for people's livelihood, illegal and criminal situation, etc., this paper comprehensively finds out the existing problems and causes, analyzes and studies them This paper studies the new management mode which adapts to the characteristics of Wuhai local population, scientific and standardized, efficient and convenient. With the help of the Internet plus intelligence police force, we will actively innovate the management mode of mobile information collection terminal, two-dimensional code and hotel type, and strive to build a comprehensive and effective management mechanism, and constantly improve the level of information management of the public security and livelihood services of floating population.
